There are many ways and ideas to do this project, the foundation can be formed by using chicken wire, or forming wire (craft stores, several types) for the mountain itself, many types of paper can be used, newspaper, (common) or, I suggest paper towels, these are cheap, flexible, and soft, for a stronger, still soft, flexible papertowel, try rag-on-a-roll, pulped toilet paper for snow caps. For the paint, all paints can be considered, from spray (rattle can, to air-brush), poster, enamels, even artists, acrylics, oils, inks, etc. Here's a site that will get you started an walk you through to the end: See related links below for link.

To work with paper mache to make a structure like a house you need a frame. Paper mache is basically wet paper with glue and can't form without a wire frame or strong cardboard. I would use wire to create the shape of the house and then put the paper mache over it. You don't want your paper mache to be dripping wet for this, but not too dry either. Instead you want it to conform to the shape of your wire house. Remember before you paint or decorate it the paper mache needs to be totally dry.

take a large piece of foam and shape it to the shape of an ice burg. Then use that as a mold and lay the paper mache on top. let dry and remove mold
