when naruto uses the nine tails power and loses control he is tempted to break the seal and realse the fox. the is also a key to the seal which can be used to open the seal a small bit, close it, or fully remove it.

Minato Namikaze or the fourth Hokage appears in naruto shippuden in Pain invasion arc. He comes inside naruto's consciousness to force the nine tails seal back and prevent it from overtaking naruto. well The Nine-Tails' chakra usually comes to Naruto during life-threatening or other stressful situations, given to him by the Nine-Tails itself to ensure its survival. The reason Naruto is able to access its chakra is because of the unique way in which it was sealed.
