Actually, Dumbledore didn't intend on Harry getting the Elder Wand. As said in "Harry Potter and the Deathly Hallows", the only way you become the master of the wand is either you disarm the master and/or, you kill them. So when Draco disarmed Dumbledore in the sixth book that made Draco the master. In the seventh book, at Malfoy Manor, Harry disarmed Draco by taking his wand, making him the master of the Elder Wand.
Voldemort thought that Snape was the master of the elder wand since he killed Dumbledore, and he needed to be the master of it to kill Harry with it, so he killed Snape so the wand could be his.(Whoever kills the current master becomes the master.) But Draco was the actual master of it since he disarmed Dumbledore on the astronomy tower, so Voldemort killed Snape for nothing in the end and the wand never became his.

Because Draco was the last to disarm Dumbledore, or 'take' his wand, it recognized Draco as it's master. This is how Voldemort was ultimately killed, because Harry was using Draco's original wand. The elder wand recognized the wand as its master's, so Voldemort's killing curse was turned back upon him. However, Draco never actually had the Elder Wand in his possession. He never even knew he was the master until Harry revealed it.

The Elder wand chooses the person who sent the disarming jinx... jinx... I like the word 'jinx'... anyway, the person who sent the jinx gets the wand if they catch it and don't give it back, but if the original master of the wand (the person hit with the jinx) gets it back then they keep the wand. If any witch or wizard takes a wand by force and intends to keep it, then, they keep the wand and become it's master. If the original person with the wand gives it away then that person is still the master. But, if someone sells wands then whoever buys the wands, is the master.

Malfoy never held or owned the Elder Wand. He was the Master of the Elder Wand because he had disarmed Dumbledore, who was the owner of the Elder Wand. Harry later disarmed Malfoy, so he became the Master of the Elder Wand.

In part 7 when Harry, Hermoine and Ron were captured by snatchers and brought to Malfoy Tower Harry Potter disarmed Draco and becoming the master of Elder Wand. So, Harry Potter remained the true master of Elder Wand in the end.
