In most cases, yes. The exception is "war" films, where for extended "non-firing" shots, prop dept. will often make wooden "mock-up" look-alikes which are much easier to carry for hours at a time. For "live fire" scenes, the weapons are very real, but they use custom blanks. In the case of automatic weapons (submachineguns, self-loading rifles, etc.) there is a "choke" inserted in the barrel to increase back pressure, as few automatic weapons will cycle correctly with the low-power blanks. Blanks have a different sound than live ammunition, and partially for that reason, and partially to be able to control the sounds of the weapons properly in remix, the "authentic" sound of the weapon firing is dubbed in during the remixing stage.
