For a moment they both stood there, trying to stay alive, until the axe rebounded and sunk into the other tribute's head, therefore making Haymitch the winner.

Technically, because he used something the Capital made (Force Field) to kill the last remaining contestant. The Tribute threw a weapon at Haymitch, and it bounced off the forcefield and killed his opponent by hitting him in the face.
During the games, he found a force field by accident after gently kicking a pebble off a cliff. The pebble literally bounced back. He turned it into a weapon. When it was just him and one remaining tribute, he won when the tribute threw her axe at him, but he dodged it and the axe fell off the cliff then bounced back and landed literally inside the tribute's head. But he unknowingly defied the Capital, just like Katniss did with the poisonous berries. Haymitch was Reaped for the 50th Hunger Games, the second quarter quell, where the twist was that there would be 48 tributes instead of 24. He allied with Maysilee Donner, but the alliance broke off when there were only a few tributes left as he did not want to kill her. He is the final tribute, along with the female from District 1. During the course of the Games, Haymitch realised that the arena is surrounded by a forcefield which, when hit, will cause the object to bounce back off of it and return to its original spot. The last fight is gruesome, the girl cuts Haymitch's stomach so that he has to hold his intestines in and he rips her eye out. He makes sure to fight her by the edge of the forcefield, knowing that her weapon is a throwing axe. She throws the axe at Haymitch, missing as he drops to the ground. She smiles, believing that although she has lost her axe, she will be able to outlast him due to his blood loss. The axe then comes flying back over the arena, having hit the forcefield, and buries itself in the girls head. Haymitch is crowned Victor, but President Snow is not happy that he knows about the forcefield. He therefore kills Haymitch's family and girlfriend to keep him from talking - this is what makes him begin drinking.
Being a Victor, he now acts as a mentor to every years tributes and is supposed to help get them sponsor gifts and teach them how to survive, yet is too drunk to do so.
