It's from a magical creature called a Kitsune, it's the only creature that can turn a vampire into a human again. It was men't for Stefan ( Damon's other vampire brother) as a gift for Stefan to Elena (Elena is Stefan's girlfriend for now) so they would be together as humans.
In the books he can but in the TV show he can control it and ends up killing it in Episode 5 after he escapes from the basement dungeon.
