It's lite weight cheep to produce, easily moldable, absorbs impacts from your head, when in a collision. Its all about safety, weight and cost. Most dash boards from the mid 60's back were made of steel, you hit your head on that dash in an accident, your in trouble.

Why do your cars have leg and knee protection?

Seat belts restrain the main part of your body, but in the event of a crash your head, arms and legs carry on moving due to the momentum of the car. An airbag will cushion your head and cars are designed to protect lower limbs by using padding on dashboards and underneath dashboards. Nothing protects your arms, though some cars now have side airbags.
