Handicapped people have to obey the laws just like everyone else. If the car is violating the parking law it can be repossessed
Put the car back in the space and take a picture to bring to court with you. I had a similar incident and won the case. I still had to pay for being parked illegally but at a significantly reduced amount.

Sorry, but there is nothing to fight. The only legitimate reason to park in a handicapped designated parking place is that you, or one of the passengers at that time, is handicapped and the vehicle was displaying a handicapped parking permit. "Was the vehicle parked in a handicapped spot?" is a yes or no question. "Did the vehicle display a properly authorized handicapped permit?" is a yes or no question. If the first answer is yes, and the second answer is no, there is nothing to argue, quilty as charged. If the answers are different, then you can fight the ticket.
If they were not parked illegally then they are not responsible for your accident.

If you are an owner requiring handicap access to parking, then you and the board can negotiate a workable solution to your parking requirements. Part of the negotiation should include the definition of 'truck', and whether or not a vehicle owned and required can be parked in the driveway. Visiting handicap-centric vehicles may be relegated to visitors' parking areas, unless there is a special provision and written authorization from the board allowing unusual handicap parking.
