It can be easily and only found at the Village Shoppe (the market).
Just hit on the mechanical icon on the left down side of the control tab beside the camera view, then press "Path to Village" where your sim go to a path between the training yard, and the tavern (if your kingdom is completely built).
Now use the mouse and hit on the wooden tab and press "Visit Village Shoppe ", then a menu will pop up; press on "food" and look for "Cabbage" and add it to your shopping cart !
