It depends on your view of "scary." For instance, one thing scares me to death while the scariest voted episode doesn't scare me a bit. Some people don't mind horrific features on humans, while some can't handle it at all. Some people are frightened of sudden things, or just plain monsters. It totally depends on your view of scary. But for most of the world, Doctor Who is one of the scariest TV shows ever.
