Catch it when she drops it. Jumping up at it is the most effective way.
After you catch four artworks in a row, the Widow will stop and get mad, then throw a small bomb at you. This is when you can run over and quickly crank the lift one or two times, before you have to Dodge the bomb. A little at a time, you will eventually raise the lift to the top, where the her former henchman will knock out the Black Widow.
