As this is still a story, the existence of the pairing depends on the authors' decisions. Some believe he will because CC is the only one who knows all of Lelouch's secrets (and if you believe the 'Lelouch did not die' theory, they are also both immortal). Some believe he won't because Code Geass seems to be a shounen anime and pairings just for the sake of have romance (not plot) are rare. And i want to add that Lelouch also said that he will never allow his father to acquire someone who's important to him. The other proof is on Episode 16, it is the time when Lelouch accidentally hurt CC, when CC's finger started to bleed, Lelouch was worried to her, the proof that Lelouch did not want CC to get hurt. Also, there was a time when Lelouch confess his problems to CC, the time when he was an emperor, actually, he always confess his problems to CC. Unlike to Shirley.... Another proof is at Episode 24 R2, Lelouch will go near to CC when Kallen intrude, and when CC ask Lelouch to go, Lelouch says to CC that he will come back, isn't that romantic? So I say that Lelouch love CC more than he love Shirley.
