On March 30, the Treasury Department and the Internal Revenue Service (IRS) announced that the payments will start going out in the next three weeks. If the IRS has your direct deposit information on file (as it does for roughly half the stimulus recipients), that time frame is likely accurate. Paper checks, however, will take longer. Some precedents for reference: Under a new tax cut in 2001, the IRS took six weeks to start sending out rebate checks, and after a 2008 stimulus package was signed into law, checks weren’t sent out for three months.

I understand that those are being mailed out based on when you sent in your tax return. Those sent in their taxes in January received their stimulus checks earlier than the rest.
Generally, there isn't one for 2009 for anyone who received one in 2008. The only people that do get it are certain people on Social Security and some other programs that missed out on the 2008 one. Those people had it included in a monthly deposit several months ago.
