The bully is all the children in the poem. The child asleep features some characteristics of a bully from having a poor home life, poor levels of achievement in school and also being bullied himself. This may lead us to believe he is a bully and has at some point bullied the children now taking the oppurtunity to get revenge on him. They are also bullies as they are displaying the behavioral characteristics of bullies.
