Make sure that you're not viewing YouTube on "Safety Mode". You can change this by going to the bottom of any YouTube page and toggling the safety mode button. If it's not that, then you might not be seeing comments on videos because nobody has posted one yet, or because the owner of the video has chosen to disable comment posting on their videos.

If you select to report a comment on YouTube and select the reason "I don't like it", does the comment actually get reported and checked, or is that option a trick for little kids to prevent them from actually reporting a comment?
Yes, you must have a YouTube account, and subsequently a channel, to comment. As of 2016, accounts linked to a Google+ profile will not synchronize comments on YouTube to the other platform.
