Because condoms are only about 95%+ effective if they are used 100% accurately. Most people don't pull out the instructions and read them before using them. There are certain ways you must put the condom on, never use two condoms at once, condoms can be torn or have a tiny hole in them, etc. Even female Birth Control isn't 100% effective, thought it is close when taken properly.
