I mean like this is basic Earth Science, so my explanation will be short. Umm... so let me get to the point. A swimming pool is filled with water, right? And cement around it is considered land, right? So, the specific heat of land is much lower than the specific heat of water. This means that it takes much more energy, temperature and time, to increase the temperature of water. Whereas, lands specific heat is lower, so it will heat up faster, and as a result in most cases the temperature of land is higher than water. Hope this helped!!

the pool is always a tiny bit warmer than the air, so when your body gets out of the pool, your body adjusts to the colder air. When you get get back into the pool, your body is used to the cold air, making the water feel a lot warmer than it actually is.

Water transfers temperature better than air. If you leave a key and a cotton ball in the sun in your car, they will both be the same temperature but the key will burn harder.

Because water temperature doesn't fluctuate as fast as air temperature. The air cools more rapidly after sundown.
