the water collects the heat in the daytime and releases heat at night... so it feels like in the day its cold (cuz it is collecting and not releasing) and in the night it is warm (the warmth is being released)
Also besides the other answers, there is the difference between the water temperature and air temperature, which makes the water feel cool on a warm day, and warmer at night than the cool night air with no sun.

Your pool has a much smaller amount of water in it than the Gulf. This means it changes temperatures faster. So in the day and during the summer it heats up faster than the gulf but during the winter and at night it cools faster. It makes sense that your pool is colder right now because the Gulf is still retaining heat from the summer that your pool has already lost. Another factor is that water in the ocean circulates and some of the water in Gulf is further south in where the water is warmer.
You can run the filter anytime of day you wish, however the pool has its biggest demand during the daylight hours so it is preferable to run the pool during the day and turn it off at night when there is less demand. If the water gets hot enough 90 degrees or above you should run it 24 hours a day until it cools down!
