Well if it's been left on a pad or whatever for a while then basically because that's what it is. Period blood is in fact, mostly the lining of the uterus (which had thickened in preparation for pregnancy) being shed. If it's been sitting out for a while then it will, essentially, start to rot. It will harbor LOTS of bacteria, so you should change your pad often. Or use tampons, which aren't exposed to the air so don't "go bad" as quickly.
