I have read 2 seperate theories.
1. States that dentistry around that time period was crude and infection easily set in. The infection would be close to the brain and very capable of causing death.
2. Part of the burial process used during the period to keep the mouth from dropping open during the viewing unexpectedly.
Jacob Marley had the same face. He has a pig-tail, wears a waistcoat, tights and boots. He is covered in chains which he says are the one that he made in his lifetime. He is holding a treasure box of some sort as well. The chains represent the bonds that he forged with his own hands with money.
A Bandana
That is called a bandana.
In "A Christmas Carol," Marley's face is described as being ghostly and pale, with a handkerchief tied around his head and his lower jaw hanging open on one side. It appears twisted and distorted due to the suffering he endured in the afterlife.

If you mean a ghost from "A Christmas Carol," that would be the Ghost of Christmases Yet to Come.
It is because in Dickensian times they would tie a bandage around the head/mouth of a fresh corpse to keep the mouth shut (stop it coming open) later in history they started stitching the mouth shut after death (the sticking hidden inside mouth and nose).

Scrooge's friend when he was young in "A Christmas Carol" was Jacob Marley. Marley was Scrooge's business partner and played a significant role in the story as the ghost who visits Scrooge to warn him about the consequences of his selfish ways. Marley's ghost appears to Scrooge wearing chains and lamenting his own greed and lack of compassion in life.
