I am looking to get a new cell phone. Where do I go to find out which carrier has the best cell phone plans available?
The phone is not BUILT for a particular carrier. It is the software that is used to lock the phone to a carrier (it is possible to get the phone unlocked).
u can basically get them anywhere but probably the best place to get them is your phone carrier
The best deal for cell phone plans will change according to your needs and the season, but T-mobile often has the best phone plans. The other option is AT&T.
I'm not sure of the context of your question, so I will assume you are asking if you can activate a cellular phone in the US, as opposed to activating a US Cellular phone (which is a wireless network in the US). Here are the different scenarios on activating a cellular phone in the US:Activating a carrier-based phone with the same carrier--you can activate a carrier-based phone with the same carrier, even if the phone has been inactive for a long period of time. It is functional provided it can connect to the current bands in that network.Activating a carrier-based phone with another carrier--if the phone is locked (tied to a particular carrier), it will not function if you attempt to activate it with another carrier. If you are able to get the phone unlocked (either thru the carrier, manufacturer, or on your own), it might work with another carrier provided the phone can run on that other carrier's network bands.Activating an unlocked phone with any carrier (traditional and pre-paid)--most unlocked phones, and this is assuming they are designed to be used in multiple bands in the US and/or elsewhere, can be activated on most carriers.Activating a carrier-based phone with a pre-paid carrier--it is possible to activate a carrier-based phone with a pre-paid wireless carrier, assuming that carrier has bands that match what the carrier-based phone had previously. An example is the pre-paid carrier Straight Talk, which utilizes bands from the four major wireless carriers (AT&T, Verizon, T-Mobile, Sprint).

The best cell phone carrier depends on you. It is up to you to decide which cell phone carrier would be the best. Each person has their own picks and what works for one might not work for you.
i recommend through a phone carrier because you can get better advice and choose the phone that is best for you. The service is also better.

No. Each carrier has allowed cell phones for their carrier. If you have a GSM carrier though, you can buy an unlocked phone to use on that carrier even if the carrier doesn't support the phone. All you do is move your sim card.
A mobile phone can always be bought at the carrier that one would like to use. So, if one wants to use Verizon as a carrier, one should buy the phone at the Verizon store.
There is no absolute answer to that question. It depends on your needs, what you can afford, and your cell phone carrier.
Can I use a sprint phone with another carrier
The best way to find more information about one's phone is through the carrier or store at which one purchased the phone. The official website of the carrier or brand of the phone is another great way to gain information.
If you have a GSM-based carrier, then you can just a phone from a different GSM-based carrier as well, and use it on your carrier or service provider.
