In the early era of the United States, Southerners regarded slaves as property who should receive no political representation. Southerners also demanded that slaves be counted with whites politically. The "Three-fifths Compromise" allowed a state to count three fifths of each slave person in determining political representation in the House. Not until the South abolished slavery were they allowed to count each slave as one person.
They are not counted as part of the labor force unless they enter the labor force. They are considered to be part of the eligible labor force because 16 is the age you can legally be employed because of child labor laws. That is not to say someone under 16 can't work. it just means those under 16 are severly restricted in what they can do such as operate certain types of machinary and such.
On one level, it was logical - the Founding Fathers would have counted slaves as property when they declared that a man's property was sacred. But it was an extraordinary verdict, given the sheer amount of effort by worthy individuals on both sides to avert war via the two compromises of 1820 and 1850. The Court was rendering all these efforts void.
Slaves could be counted on to be more loyal to their masters, and slaves are property and can be bought and sold. Indentured servants are contractually obligated to work for their employer for a fixed amount of time after which they can leave.
