No. I've had my belly button pierced for eight years and never had a hernia. So I have a hard time believing that a belly button ring could cause a hernia. It can cause an infection but it can't cause a hernia.

Yes. You can get it pierced at any age. Just do it yourself. I'm not sure how old if you want it done professionally.
In the Untited States 3 out of every 4 girls, 15 years or older have their belly buttons pierced. The MUNCEC says its about 60% and still groing and that was only in Alabama.
