With parental consent many piercing studios will do "lighter" or more common piercings (navel is usually not included in this due to the very long healing time involved) on people as young as 12, except in areas with stricter age limitations.

Without parental consent any place that would pierce a 13 year old is likely to have sub-par sterilization and technique, which increases the associated risks dramatically.
