As much as I'd like to cut right to the chase and give you a direct answer, I feel compelled to at least give you a quick warning about complimenting coworkers you may have romantic feelings toward. There's always a chance that your attention, no matter how well intended, is unwanted, and this could create an uncomfortable situation for both of you. So please give that some thought before you pursue further.
If you want to tell a coworker what a great person she is, you should start with complimenting her on her work. If you work directly with her you can let her know you noticed what a great job she did with (insert your observation). If you don't work directly with her, then you can say that you heard she was doing a really good job from (insert person's name). This way, you test the waters as to whether she is open to compliments. If this goes over well, then you can move on to personal compliments. But again, proceed slowly. And never make the compliment sexual in nature. For instance, don't say her legs look really good in those pants. If she takes that the wrong way, that becomes sexual harassment. So keep your comments simple and polite.
If you want her to know what a great person you think she is, then tell her. All you need to do is frame it in the right context. You don't want to blurt that out to her from nowhere. She wont understand what you mean. So put it in the right context. For instance, if you noticed something nice she did for someone, point out to her that you happened to have noticed what she did and thought to yourself what a great person she must be. Get it? The idea is not to come off to strong. Keep it simple and superficial. This way, if she gets embarrassed, or acts uncomfortable after you tell her, you can easily move on to another subject.
