My younger daughter had the same problem, but my own account and that of my older daughter were working just fine. After fiddling awhile with different accounts and no joy, I wondered if age might be the issue (she's 10). I went back through her info data at http://myinfo.apple.com/ and changed her birthdate to indicate that she was 20 years older and voila - it stopped giving me the "An error occurred. We couldn't save your changes" error message. When I changed the birth year back and told it to save changes, it again gave me the error message. I input several different birth years, and it appears that the date must indicate at least 13 years old, which is the age of consent for many things internet, including iTunes, so this makes sense, though why this wasn't an issue before and why iTunes doesn't indicate that as the problem is a mystery to me. In any case, I am now able to download apps with her account via both iTunes and her iPod touch with no problems!
