Depending on what you want to happen.
1) If you tell someone its likely that that informantion will get around to others and eventually to the person you like. Now if your have reason to belive that this person likes you and you have a problem saying anything to that person directly then yes you should tell someone.
2) But if you tell no one then then absolutly nothing will happen. Unless of course you tell the person you like that you like them, Which I belive would be your best choice because haveing every one you know know that you like this person might pressure, and embarass your crush which would not be good for you, or your crush. This could could cause him/her to give you a thumbs down if you asked them out
All in all I would choose to confront this person yourself because it would be easier on this person and might give you a better chance in getting what you want
