Right now it differs between every state and with the close in age exemptions, the so called Romeo and Juliet laws, the age can vary from 13-18yo. What age it should be is depending on the person I think. Kids grow and are so different from each other in the teen years and puberty. As long as the parents talk to them about this, they are protected and no one is doing anything they do not want I think the age 15 that we have here in Sweden works fine. It's more about protecting someone from getting hurt by an adult, not to stop them from growing up and having relationships. That is normal in the teen years.
