Im not going to give you a massive diet plan but what works time and time again is DIET and EXERCISE, in proportion which is suited to you, your gender, body shape/size and other factors. u
nsensible ways would be : Starvation or Overexercise and inadequate diet, skipping breakfast among other things that put you under unnecessary stress.
Sensible ways: Think about the times you are most likely to eat junk foods and then swap those for healthy alternatives; bananas, apples, oat/bran cereals stuff like that, then think of a way suitible for you to get exercise think: how do you travel to work/school? then swap it for a better alternative, If you drive then try walking, if you walk try cycling or jogging etc. Apply all of this to your whole year, try not to stray fom eating healthily but do reward yourself lightly by having a bar of chocolate (change for something else tasty, healthier is better) once every week or so just to to hopefully stop that increasing urge to eat more bad foods the longer you dont touch it.
Try taking up a class that includes alot of motion of some kind, Martial Arts, tennis, Badminton, running clubs etc (the more fun and the more tiring the better), when a ball is involved you have something to work towards such as tennis, you have to hit the ball and get to it, you sprint very quickly every time ALOT and its great for exercise because you move so much during a worked tennis match and cannot help but drip with sweat after a good session.

Short of liposuction there is no way to target where to lose weight, it's like trying to empty only the left side of a glass. Pick a sensible diet plan and stick with it, and as you lose weight all over youy will lose some from hips and thighs.
