single shot or semi-auto with with a slide lock, projectile below the speed of sound, quality suppressor are the most important. Brand and caliber really don't matter if the previous three are adheared to.
Edited to add: I think caliber plays a factor, too. A smaller bore means a smaller hole that sound escapes from. My .22LR silencer sounds a lot quieter with its small bullet moving 1,050 f.p.s. than some 147-grain 9mm ammo I fired though a 9mm silencer, and the 9mm bullets were moving slightly slower, maybe 950 feet per second.
I've noticed that even without a silencer, a .17 magnum rimfire sounds quieter than a .22 magnum rimfire. All I can conclude is the size of the bore matters.

The SIG Sauer P226 has been modified for suppessor installation.
Yes, but, it will cost you.And keep in mind that super-sonic bulllets will be very loud no matter what silencer you use. And large-caliber silencers are the least quiet because of the large hole.
You cannot get a silencer for the assault carbine in Fallout New Vegas I'm afraid, the only guns you can get silencers for in New Vegas are the sniper rifle, the varmint rifle, 12.7mm pistol and machine gun.
10 years in a Federal jail if the BATFE stamp is not present. If it is, 150 or so
I don't think it would work very well. I've seen videos on the internet and if the gun used is a normal power gun, the sound seems normally loud. If the gun used is a .22LR rifle with standard velocity or subsonic ammunition, it seems quiet, but then even without any kind of suppressor / silencer / moderator those kinds of guns sound quiet. A real silencer has several baffles inside it. The "soda bottle" silencer would only have one baffle--the base of the bottle itself.
There is only a subjective answer to this question. To try and be speciffc, a pistol where the breach can be locked in the closed position would be about as quiet as you can get. An example of this would be a Thompson Center Contender single shot pistol. Another requirement for a successfully "silent" pistol would be a subsonic cartridge. This could be either a naturally subsonic cartridge, such as the .45 ACP or 9x17mm/.380 ACP, or reduced loadings of a naturally supersonic cartridge to make it travel at subsonic speeds.
Mooresville,In about $1200 (used)+ federal tax stamp ( assuming integral silencer)
The reason why the vehicles silencer is on right side is because most of the people are right-handed. A vehicles silencer is a device that reduces the amount of noise that is emitted by the exhaust.
The term "beavertail" usually refers to a style of grip safety, and has no bearing on the sound produced by the pistol. Usually found as a modification to the M1911A1 pistol to prevent firing hand from being "bitten" by the hammer. If it keeps a shooter from yelling from a severely pinched hand, it might be a little quieter. Most pistols do not have (or need) a beavertail.
"Best" is a very slippery term. Among the quietest suppressed firearm was one made in Britain known as the DesLisle Carbine. Another was the Welrod pistol.
