It means that the piece of text is inappropriate / offensive / or something needs to be changed in order to make it better. If you click 'flag', the owner of the piece of text (or other multimedia stuff) will be alerted so he/she can do something about it.

Admin on Facebook is the one who manages the Facebook page. Admin can post, monitor and restrict the audience on their pages.
