The maximum RANGE- how far a rifle can fire a .243 cartridge- is about 4.5 miles. However, the EFFECTIVE RANGE- distance one can reliably hit a target, is much less. It will vary according to the rifle, however, the .243 is based on the .308 Winchester cartridge, a very accurate round. In a properly sighted rifle, under the right conditions, it may have an effective range of 500-600 meters, or more. An ethical hunter will typically not attempt shots at that range to avoid wounding a game animal.
Maximum effective range is the maximum range within which a weapon is effective against its intended target. Without knowing your target (deer, woodchuck, prarie dog, etc.) the question can't be answered. Your abilites will also bear on the MER. Just because it can be efffective at a certain range against a target does not necessarily mean you are proficient enough to attempt the shot.
