It would clearly be illegal. No one is allowed to tattoo without a license. And no one may tattoo a minor. There is an exception to cover an existing tattoo where a parent may take a 16 or 17 year old to a tattoo parlor.

There is no such thing. It is part of the entertainment industry. AZ state law may require a business license, but there is no such thing as a tattoo artist license. You can't get certified because there is no schools or classes. Getting certified by the National Safety Council for Bloodborne Pathogens & Cross Contamination is not required, but I would not let someone tattoo me who wasn't certified. This is a health issue. I do not have a "small mind" and as for my future employment, I talked with my boss about my tattoo before I got it and received her permission and I plan on being at this facility for a long time. Now, in answer to your actual question, a neck tattoo can mean different things. Sometimes, it's just that; a neck tattoo that bears personal significance to the wearer. Some gangs use them as a symbol of their involvement, but the tattoo itself is very specific in design when that is the case. I think you definitely need a certain character or attitude when getting one, and need to understand that it will almost always be visible, and you should expect people to ask about it. If you don't like that, find a different place to put a tattoo.
