In the Tudor times, there were many poor people on the streets. The government decided to put them into 2 groups, the deserving and the idle.

the deserving poor were the poor people who couldn't work through no fault of their own. For example, orphans widowers with lots of children, sick and ill and so on. However the idle poor are the poor who refused to work because of laziness. They were fit to work but spent time in the streets begging instead of finding a job. These people were whipped until bloody and were punished.

Orphans in the deserving poor might have been sent to traders to learn how to trade.

Why does the Elizabethan poor law exist?

The Elizabethan poor laws changed the way the poor were looked after in Elizabethan England. Rather than being looked after by charity and begging a compulsory poor rate (tax) was introduced and distributed to local parishes who would then look after the 'deserving poor'. The deserving poor being those who widowed, orphaned, elderly or disabled or became poor due to a natural disasters. This also meant that vagrants, who were poor by choice, could no longer beg for their living.
