Your clothes can be clean. Your car can be clean. An object can be clean. However, "to clean" is an action of taking something that is dirty or messed up to make it clean or tidy. We say "Go clean your room" as the shortened expression of "Go to clean your room". Then, toys, papers, clothing that are in disarray are cleaned up. Meaning put away or stored for later use. A person may "clean house", to do actions that serve "to clean" objects and areas, which we express as "clean up".

Pretty much no difference, but some people believe that dirty is not that clean and filthy is EXTREMELY dirty.
pouring water on the tiles is more dangerous than pouring water outside on the road and as such one should try as much to always clean up the ground of a tiled place before it becomes hazardous.

Neat means that things are orderly. Clean means they aren't dirty.

Sterile is when you actually have used alcohol on it.
aseptic room is a sterlised room but clean room appears to be clean but contains pathogenic organisms

The difference is foundation is what you put on after concealer. Now concealer is what covers up blemishes and dark circles. And then the powder is to finish it off and give it a nice clean cut look:)
