They are, more or less, the same thing. It comes down to the bullet. BBs are harder metal (copper, iron, etc.) and pellets are usually made of lead. If you define stronger as more deadly or painful, then a gun with BBs is definitely stronger.

While both BB guns and Pellet guns are dangerous the Pellet gun or rifle is far more dangerous that a BB gun. BB are round projectiles that are hard and don't deform when they hit their target. They are fired from a smooth bore barrel like a tube, therefor they tumble as they fly through the air and that make them not very accurate. Pellet guns and rifles use a pellet that is softer but more deadly then a BB. The pellet is usually fired through a rifled barrel, meaning the barrel has grooves in it like a real gun barrel. The skirt on the back of the pellet catches the air that drives it down the barrel and the pellet spins in the barrel as it travels. This spinning causes it to fly straighter than any BB. BB's usually fly around 300 to 500 Feet per second depending on the power source. Pellet travel between 300 to 1400 feet per second, and have a harder impact. Pellets, because they are not as hard as BB, will deform when they hit their target and will usually kill the target very quickly where BB will often make the target suffer before death occurs. BB's only come in one size .175. Pellets come in various sizes like .177, .22 .25, 9mm, 45 Cal and 50 Cal. The last three sizes are fired from PCP ( PreCharges Pneumatic) Rifles. These are the Big Bore rifles that are capable of bringing down a Bear or Caribou. They use an air tank that is charged to 3000 PSI and will fire a slug (.50 Cal) around 800 Feet per second.
If you look at a real bullet you will see that it is NOT made of iron but usually out of a softer material. This makes it deform when it hits it's target. Just like a Pellet.
So a BB may be harder but pellets are far more stronger.
