To report is simply (1) to tell or in some circumstances (2) to show or to "appear".

For example:

1. The manager instructed employees to report any incident of customers falling in the store.

2. John had to report to work by 5 a.m. on Saturdays.

To recount is to tell, but with details.

Example: Sally, the head cashier at the grocery store, recounted in her report what she saw of the customer's fall.

Or...

The victim recounted her activities just before being attacked, and told every detail she could recall of the incident.
