Brown blood is usually old blood. If you missed a period and had two negative pregnancy tests, you probably just did not menstruate due to stress or some other possible ailment. If you are having other symptoms, go see your doctor (especially if your period is usually very regular).

In the early stages of pregnancy a miscarriage is not always going to have any major symptioms. Discharging tissue could be something else if you weren't pregnant. I would see a doctor if you continue to have such discharge in the future.
