If it says "Enter PUK" or something like that. It needs a code from a service dealer or if your phone ISNT prepaid, you can go to at&t online. Log in, go into services, and get your PUK code to unlock your phone. PUK is like a theft lock, helps prevent thieves from taking your phone. If you get it wrong 10 times, it permanently locks your SIM card. If its permanently locked, you gotta go to a retail store from your provider and get a new SIM card. If your on prepaid phone, you gotta get tech support to help you unlock your phone or at a store as well. Tech Support: 1-800-901-9878 for AT&T Prepaid.

*67 it may be blocked
The PUK-code is (Personal Unblocking Key). It is NOT unique for Nokia phones. If a user enters the wrong PIN-code 3 times in a row, the telephone asks for the PUK-code as is supplied by the network operator for that telephone. Don't lose it! If the PUK-code is wrongly entered 10 times in a row the SIM-card gets locked up permanently.
rephrase your question...
If your cell phone is displaying "PUK blocked" and suggesting an emergency call, it means you have entered the wrong Personal Unlocking Key multiple times and your SIM card is now blocked. You need to contact your mobile network provider to get the PUK code to unlock your SIM card. The emergency call option is usually available for making calls to emergency services even when the phone is locked.

The PUK codes are blocked on prepaid phones. You service provider might be able to help you.
if it rites enter puk no, and u have entered the wrong puk nombas 4 lyk 5times. Men, u are doomed.
What do you mean here by 'blocked' ? I know of two things you might mean : 1. The SIM card is blocked because you got the PIN wrong three times. You should have been given a PUK (Phone Unblocking Code) when you bought the SIM card. This will unblock it for you. If you don't have the PUK then contact your mobile phone company for it. Note - if you enter the PUK incorrectly 3 times the SIM card will be permanently disabled. 2. The phone is 'blocked' in that you can only use it with the service from one phone company. If you insert a SIM card from another company it does not work. Many phone shops offer an 'un-blocking service' and will remove the block for a fee. The fee varies from about 10 USD to about 100 USD depending on the shop and the phone, the more expensive the phone the higher the fee! Avoid enthusiastic amateurs for this - a mistake may permanently disable the phone beyond recovery.
PUK is the Phone Unlock Key. It's the code you enter when you swtich your phone on. If you enter the wrong PUK 10 times in a row - your handset is locked (it's a security feature to guard against someone else using it !). To unlock it - simply call your network provider (from another phone) and they'll unlock it for you. You will have to answer some security questions - such as the amount of your last bill and how you paid it - so the company knows you're the legitimate user.
if you have now got your phone blocked and it is asking for a pin , you either need to go onto the site of your phone Sim card make and receive a PUK code , or ring up your contract providers and get the PUK that way.
Search your Puk which should be on your mobile bundle. ( Sim card in standard card format)
Enter the "pin" code ... doh!! If that is unknown, you may have to return the phone to the vendor where it was purchased and have it reset. It's usually the last 4 digits of the phone's #. But then all you have to do is go to phone settings, and change it.
The Phone Unlock Key (PUK) - can only be supplied by your network provider. They are the only people who will have that information relating to your phone. Contact their call centre for assistance. If you've been issued with the PUK already, and forgotten it - they may charge you to issue a new one !
The PUK code for a phone is not based on the phone itself, it's a safe pin code for the sim-card. Usually the PUK code is written on the paper you got from your phone company if not, you need to call the phone company to get the PUK code
