Traditionally speaking, the lips of a woman on a man regardless of the location is meant to be those of his wife or loved one. It's sort of like an eternal kiss, and a lot of times the lips are stenciled directly from the woman applying lipstick and then kissing a piece of paper, so that they are truly hers. However, there has always been a somewhat negative association with this tattoo in that it is of the same ilk as tattooing the person's name on you; the rationale being that once you do this, the relationship will more often than not fail and you will then be stuck with the tattoo. This is not always the case, but we get a lot of people who come in to cover up names, so there has to be at least something to it though I don't have a lot of people ever wanting lips covered. Ultimately at the end of the day, they're lips and are therefore less of a problem to be stuck with rather than a specific name that makes you cringe everytime you look at it.
