allot depends on the length and level of the relationship, are you in the hes still opens doors and pushes in your chair stage or the pass gas and or use the potty while the other is in the same room? I If in the early stage he may just be uncomfortable with the L word or LOVE, if he grew up in a family or lack of that didnt express emotions saying the words I LOVE YOU are like learning a new language. It will take a little time but it'll come to him, when it does he just may wear it out so your going to want to be prepared for that scenario, witch brings me to another possibility, he may simply be worried that if he says those three words it will scare you off.
Now if you are at the more mature stages in the relationship there is a chance this stem back to the childhood thing I mentioned earlier or he has commitment issues. Its not that he doesnt care for you it that he may also care for another or others.
A man who is confident and sincere will have no trouble looking into you eye's and saying... I LOVE YOU!

it could mean that her feelings are more strong like its not that sensitive as it was before, she understands more, or/and her feelings might be more tame, like she doesn't get pissed off that much and take the situation calmly, or like she doesn't spazz out but think of a way instead.
