Contrary to popular belief, Spain doesn't have the lowest age of consent in Europe (at 13), the Vatican City does, at the age of 12. When the Vatican became a Sovereign State of sorts, they elected to choose the laws of Italy from 1924, which set the Vatican's age of consent to 12, like Italy. Soon after this happened, Italy raised it's age of consent to 16 but the Vatican didn't.
