Metal parts including the internals and the barrels are made in Mexico. Wood parts and synthetic stocks are made in the USA. The receivers, the bodies of the shotguns themselves, are made at the factory in Eagle Pass, Texas. All of the parts from Mexico are then shipped to the Eagle Pass, Texas plant and assembled into the complete guns. Mexico has strict laws about manufacturing firearms in their country so the receivers can never cross the borders into their country.
Up until 2008, the Mossberg Maverick 88 and 91 were assembled from parts at the Eagle Pass, Texas plant and the Mossberg 500 line assembled at the New Haven, Conn plant, but as of now all Mossberg receivers and all final assembly is done at the Texas plant.
