this can be interpreted only by the specific community that is being involved. In one case take a working class neighborhood with 25% of teenagers that smoke and 5% of adults that smoke, generally there isn't going to be a problem as there is no major trafficking of the drug and most of the marijuana is for personal use among the community with no negative and a neutral impact. Now take a big city, L.A. for example, where still the same amount of people as the previous neighborhood use, but as a major city, it is a hub for the trafficking and distribution of the drug, sometimes causing gang related issues among the citizens, this can have a negative impact. Finally take another community, Telluride Colorado for example ;) where upwards of (this is an estimate not actual data) half the population smokes, since it hold 3 medicinal dispensaries, the marijuana produces jobs, and a healthy income for the population, and lets not forget the atmosphere is more "relaxed" than usual ;).
