Yes. It was guised under the convict system. Convicts could be as young as 14 and could be convicted for crimes as small as "looking" at a white woman, cursing or vagrancy. Most died of starvation and torture. Prisoners were "traded" for money to coal mines and railroads throughout Georgia, Alabama and Tennessee.
