Sure why not? Here's the problem the schools face. Students get piercings (not all students are smart enough to look after there piercings) some get carried away with there piercing fixation.

Then there are the select ones who think they are *body piercers ( *courtesy of You Tube) and start doing piercings in the school bathrooms and other places. Before long you have a group of students sick due to cross contamination, infections and a host of other nasty things (HIV, Hepatitis, Meningitis, Tetanus). Now there is a liability issue for the school, they are after all supposed to be looking after and out for the students under their care and control.

That is the extreme side of things, now as for the basic piercings and the students right to have piercings. It's a dress code issue for the schools that have dress codes. There should be some give and take and the schools need to be a bit more flexible with there requirements. But ultimately it comes down to the student council to get together and do some research and request that the requirements be changed.

Eyebrow piercings and other facial piercing should not cause and issue with the school and if so the school needs to explain why it's and issue and why they have the policy they love so much. You are in school to learn, not follow blindly, so you need to know what the reasoning is behind the rules they have in place. Lots of Canadian schools don't have a piercing policy other than the understanding that there is a limit to what is tasteful and what is over board.

Obvious rules about sports and piercings is understandable due to safety issues, tearing or snagging of jewellery. Same applies to industrial classes like welding and metal work as with wood work and mechanics there is a clear and present danger of entanglement in equipment. But as for other classes there should be no issues with piercings, so long as they are clean and looked after, live and let live.
