Depending on the situation. If a girl knows that the guy likes her, and she likes him, but the boy is way to shy to ask her out, the girl could ask out the guy. If it were oposite, and the girl was too shy, then the guy should. Either way, it makes the opposite sex feel more comftorbal, and getting the person they desire.
