My son is 9 and has a girlfriend I overheard them talking about kissing are they too young should I put a stop to it?

No, let them be, because eventually relationships like this will end sooner or later. If this keeps happening, there should be an end put to it, because boyfriend-girlfriend relationships at any age young as this is unhealthy.
The world is different. It isn't 1970 anymore. There are kids having sex at the age of 13. The best thing you can do is let them continue, but keep a close eye out. You're not going to stop him from doing what he wants when you aren't around, the best you can do is lead him down the right path and hope he follows. By all means do NOT try to end relationships for him. All you would do is traumatize him and possibly ruin some developing social skills.

Of course not! There is so much more to being boyfriend and girlfriend than just kissing! Talking, holding hands, hugging and having fun should all be parts of a relationship. If you are quite young then most people would not expect you to be kissing anyway! :D x
