Is seviper a good to have on your team in emerald?

That really depends on what moves your seviper knows. It also depends on what area you're going to go into. Seeing as how the seviper is poison, it's strong against grass pokemon, so if you're going into a grass type area, you'll be good. But, you'd have to find out what the seviper is weak against. You can find this out by checking the pokedex. Just type in national dex on Google and by whichever one you choose, you may be able to find out the Seviper's weaknesses and strengths. If it doesn't have very many weaknesses, then I'd say that it's a good thing to have on your team.
