PA law WILL permit possession of a machine gun (fully automatic firearm) by a private citizen, so long as that person is in compliance with the National Firearms Act. The NFA is the Federal law governing "Class III" weapons- among other things, it requires that full autos be registered with the BATFE, and a $200 transfer tax paid, and that only full autos already registered by May 1986 can be transferred. You will need a Class III Dealer in your home state, and a LOT of money. The price of legal, transferable full autos is incredibly high.

Why is the Glock 18 illegal?

Because its fully automatic, and was not importable pre 1986 (when the assault weapons ban was introduced). Only fully automatic weapons produced pre 1986 and were already legally owned in the US are now legal in the US. Although it IS legal for Police Departments to own Glock 18's, if they have been trained by Glock. It is also legal to own (in certain states, with strict stipulations), a Glock 17 (or any other model besides the 18) with a fully automatic sear. Which is essentially a Glock 18. **I Am NOT A Lawyer***

Is it illegal to own a fully automatic AR-15?

Depends on where you are. In the US, it is possible for a private citizen to legally own a fully automatic firearm in most states. The transfer of such as gun to you must be approved by your Chief of Police, and you will need to supply fingerprints and photos to the BATFE (and a $200 tax) and undergo a background investigation. You will also need a large wallet to hold the money to pay for that AR15. A LEGAL, registered AR15 sells for about $25,000 today.

Is a ppsh-41 legal to own?

No, it is completely legal in the semi-auto version. A true fully automatic ppsh is illegal and if you have one, do not tell anyone, as they are a true piece of world war history.Additional: It is a type of "Air-Soft" gun and since it is not classified as a firearm under federal law, unless your state has some law specifically declaring it unlawful, it is legal to own one in ANY configuration.

Should gun making be legalized?

Making guns is not illegal. In US, anyone can make a gun that is not fully automatic for their own use without any sort of license, permit, or registration. Making guns commercially (for sale to other people) is also legal, but you have to get a license and pay a tax. Outside of US making guns is also legal in many places, provided you get an appropriate license.
